Born in Birmingham, Colley taught art and design at Birmingham College of Art and was a member of the Royal Society of Birmingham Artists. He exhibited his lithographs and watercolours at the Royal Academy, New English Art Club and the Redfern Gallery. In the 1930s and '40s, he was commissioned to produce murals for the Federation of British Industrialists in Birmingham. His work may be found in British Museum.
